Lors de la Réunion de haut niveau du Mécanisme de Suivi tenue à Kinshasa, le 24 février 2022, le Plan d’Actions régional révisé sur les femmes et la paix et sécurité a été apprécié par les Chefs d’Etat de la CIRGL. Les activités contenues dans le Plan d’Actions ont été beaucoup appréciées.
Les Chefs d’Etat et de Gouvernent saluent le Plan d’Actions régional révisé sur les femmes et la paix et la sécurité, approuvé en novembre 2021 par les Ministres du genre des Etats membres de la CIRGL.
Dans le Plan d’actions, les Chefs d’Etat et de Gouvernement ont adopté le 24 novembre 2004 la Déclaration sur la Paix, la Sécurité, la Démocratie et le Développement (Déclaration de Dar-Es-Salaam) et signé en juin 2006 (modifié en 2012) et le Pacte sur la Sécurité, la Stabilité et le Développement dans la Région des Grands Lacs sous les auspices des Nations Unies et l’Union Africaine. Ces deux instruments abordent certains aspects de l’apatridie, en l’occurrence la Déclaration de Dar – Es – Salaam dans lequel les Etats s’engagent à « adopter une approche régionale commune en vue de la ratification et la mise en œuvre des Conventions de l’ONU sur l’apatridie, harmoniser les législations et normes nationales y relatives et fournir aux réfugiés et aux déplacés des documents d’identité qui leur permettent d’avoir accès aux services de base et de jouir de leurs droits ».
Signalons que la Déclaration sur la paix et la Sécurité, la Démocratie et le Développement couronnée par l’entrée en vigueur du Pacte sur la Stabilité et le Développement en juin 2008 est un instrument historique et une étape importante dans la lutte contre l’apatridie dans la région des Grands Lacs.
