These consultations allow citizens and various stakeholders from partner states to participate in the regional integration process and contribute to the development of legislation that reflects the realities of the Community. The EAC draft law on seeds and new plant varieties is of particular importance. It aims, in particular, to regulate the certification, analysis, and marketing of seeds, while fostering an environment conducive to their multiplication and distribution by the private sector in the region.

Burundi intends to contribute to this regional process through its relevant national structures working in the seed sector. The public hearing in Bujumbura thus provides a valuable platform for representatives of the institutions involved to share their expertise, concerns, and proposals.

The Permanent Secretary called on EAC parliamentarians to give due consideration to the contributions, comments, and proposals arising from these consultations. Their inclusion will enrich the draft law before its adoption and strengthen regional legislation that supports the development of the seed sector and EAC integration.

Furthermore, the Honorable Victor Burikukiye, representing the Chairman of the Committee on Agriculture, Tourism, and Natural Resources within the EALA, clarified that this meeting aimed to gather input from partners who will be involved in implementing the legislation once it is adopted by the National Assembly and ratified by the Heads of State. He also emphasized that this consultation provided an opportunity to formulate relevant observations to harmonize the content of the draft law, ensuring its relevance and feasibility in the member states.

Finally, participants offered constructive observations, contributions, and recommendations to improve the draft law.
