He then thanked Ms. Zhao for her four years of dynamic and effective service. Since her arrival in 2021, she has actively contributed to strengthening cooperation ties between the two nations. Her diplomacy has been exemplified by fruitful exchanges, such as high-level visits to China and visits by Chinese delegations to Burundi to consolidate bilateral cooperation.

Under her leadership, several key memoranda and agreements have been signed, testifying China’s commitment to Burundi. These include an Economic Partnership Framework Agreement, a Memorandum of Understanding on agricultural cooperation, and a Phytosanitary Protocol for coffee exports. These agreements demonstrate her commitment to both development and humanitarian assistance. Ms. Zhao’s tenure was also marked by concrete achievements. These include, among others, the construction of the Ruzibazi Hydroelectric Power Plant, food aid projects, and infrastructure modernization, notably the rehabilitation of Melchior Ndadaye Airport. In addition, initiatives in the medical sector, such as the arrival of Chinese medical teams to support Burundi, have been significant. China’s unwavering support has been a real lifeline for Burundi, perfectly illustrating the Burundian saying: “Incuti y’ukuri ibonekera mu magorwa,” which emphasizes that it is in times of crisis that a true friend is recognized.

Ms. Zhao’s tact and diplomacy have left an indelible mark on Burundi’s collective memory.
