This Conference was organized under the central theme \u201cmeeting the challenge of community financing to accelerate the process of integration of the Central African region and support the implementation of its institutional reform\u201d. The participants analyzed the crucial questions which disappointed the Community and which require effective decisions in order to find \u00a0appropriate solutions to questions related to the political and security situation in Central Africa, health, economic integration, education, culture, infrastructure, transport, trade and sustainable development of the region in order to guarantee a sustained economic growth in the area and the well-being of their populations, in accordance with the shared vision of Economic Community of Central African States (ECCAS) and prescribed by the revised treaty of their community.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-5494 aligncenter\" src=\"https:\/\/www.mae.gov.bi\/en\/wp-content\/uploads\/2023\/07\/CEEAC1-300x182.jpg\" alt=\"\" width=\"300\" height=\"182\" srcset=\"https:\/\/www.mae.gov.bi\/en\/wp-content\/uploads\/2023\/07\/CEEAC1-300x182.jpg 300w, https:\/\/www.mae.gov.bi\/en\/wp-content\/uploads\/2023\/07\/CEEAC1.jpg 640w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/p>\n<p style=\"text-align: justify;\">Minister Albert SHINGIRO showed that the Community is currently going through endogenous difficulties following the budgetary insufficiency that could enable the ECCAS Commission to achieve its set objectives and this is due to the non-regular payment of the statutory contributions by the Member States, which constitutes a major obstacle for its functioning. Additional efforts must be made to make up for this budgetary deficit which undermines the implementation of their own decisions and the degree of its credibility in relation to other sub-regional organizations. Also according to Minister Albert SHINGIRO, the other major challenge of the moment in the region is the security challenge.<\/p>\n<p style=\"text-align: justify;\">Minister Albert SHINGIRO showed that the prevailing security situation in the community is relatively calm, although fragile at times and volatile in places. The good news is that this 23<sup>rd<\/sup> ordinary session is being held in a regional context marked by numerous peace initiatives with a view to find a lasting solution to threats to peace, security and stability, particularly in eastern DRC. Following the resurgence of the armed group M23 and other local and foreign armed groups which abound in this region, maritime security in Central Africa, security on the maritime coasts of the Gulf of Guinea member countries of ECCAS as well as on the Gabonese coasts, asymmetric threat cycles such as maritime piracy, armed robbery, hostage taking, irregular immigration, fishing and the illicit exploitation of natural resources, trafficking of all kinds, the persistence of the political crisis and security in Sudan and its many humanitarian consequences in neighboring countries, including two countries, Central African Republic (CAR) and Chad, in the face of the flow of Sudanese refugees in these countries. The Head of Diplomacy of Burundi has appealed to the international community to support national efforts in favor of these refugees and the host communities.<\/p>\n<p style=\"text-align: justify;\">Faced with these threats, some of which are unusual, Albert SHINGIRO asked ECCAS to pool its efforts to counter their progress before it is too late by initiating the cooperation between the States concerned and beyond and by implementing the policies and strategies for the appropriation of its resources, governance of the maritime space and prevention of risks and threats.<\/p>\n<p style=\"text-align: justify;\">Minister Albert SHINGIRO said that despite these challenges, the Community can be pleased with the smooth running of the political process initiated in Chad by the transitional authorities through the Inclusive Dialogue with the aim of finding lasting solutions to the political situation in this area country, in the Central African Republic (CAR), taking into account the progress already made o<img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-5495\" src=\"https:\/\/www.mae.gov.bi\/en\/wp-content\/uploads\/2023\/07\/CEEAC11-170x300.jpg\" alt=\"\" width=\"170\" height=\"300\" srcset=\"https:\/\/www.mae.gov.bi\/en\/wp-content\/uploads\/2023\/07\/CEEAC11-170x300.jpg 170w, https:\/\/www.mae.gov.bi\/en\/wp-content\/uploads\/2023\/07\/CEEAC11.jpg 400w\" sizes=\"auto, (max-width: 170px) 100vw, 170px\" \/> <img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-5496\" src=\"https:\/\/www.mae.gov.bi\/en\/wp-content\/uploads\/2023\/07\/CEEAC3-300x144.jpg\" alt=\"\" width=\"300\" height=\"144\" srcset=\"https:\/\/www.mae.gov.bi\/en\/wp-content\/uploads\/2023\/07\/CEEAC3-300x144.jpg 300w, https:\/\/www.mae.gov.bi\/en\/wp-content\/uploads\/2023\/07\/CEEAC3.jpg 396w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/>n the political and security front and the manifest will of the Central African authorities to promote peace, security, stability and reconciliation, Burundi joins other voices in reiterating its firm support for the lifting of the arms embargo against the CAR with its negative consequences on the reforms underway in the security sector.<\/p>","protected":false},"excerpt":{"rendered":"<p>On July 1, 2023, in Libreville in the Gabonese Republic, the 23rd Ordinary Session of the Conference of the Heads of State and Government of the Economic Community of Central African States was held.
