He also thanked the Special Representative of the Secretary General of the United Nations for Central Africa, Mr. Fran\u00e7ois FALL LOUNCENY and his team for all arrangements made to allow the successful holding of the 52nd Meeting of the United Nations Permanent Advisory Committee in charge of questions of Security in Central Africa.<\/p>\n<p style=\"text-align: justify;\">Albert SHINGIRO said that the meeting was held at a difficult time when Central Africa continues to face major challenges related to peace and security, which threaten regional stability and well-being and development of the people of the region.<\/p>\n<p style=\"text-align: justify;\">He added that the security challenges are many and varied, such as the question of the activism of the armed groups which abound in certain countries of the region, violent extremism and terrorism especially Boko Haram in the region of Lake Chad and ADF NALU in eastern DRC, the tensions linked to the electoral processes, the illicit exploitation of natural resources, the illicit circulation of small arms and light weapons, pastoralism and transhumance as well as secessionist tendencies in certain parts of our sub-region.<\/p>\n<p style=\"text-align: justify;\">He reminded that pastoralism and transhumance risk becoming a source of regional instability, a threat to good neighborly relations between countries, and an obstacle to regional stability because of several elements, in particular the effects of climate change, rapid and uncontrolled demographic growth, the modification of traditional transhumance corridors, the absence of adequate mechanisms for inter-community dialogue as well as terrorism in all its forms and manifestations, etc. He said that in order to be more successful in all initiatives, it would be desirable for all ECCAS member states to combine efforts to support sister countries in difficult political and security situations.
